Try running the model with no shells, and no surface regions, as shown below. I just ran a quick check with no poblem using solid elements, but different load. I did add some material to represent a weld. I'm running Creo 3.0, and I didn't account for stiffness for the bolts. Just make your model simple to start with to make sure it will run.
