Lucas, SA-36 is steel, so change your E to 2.9e+07 psi.  I used IPS units.  But that should fix it, as you can see in the displacement plot below.

Lucas, I ran your model with 5% and 1% convergence in the regions of interest.  Remember, von Mises numbers are all positive in the legend, but I got about 30060 psi max in the lower and upper radii....

You can Review Total Load before processing to check the loads in your model.  Then you can check the resultant loads in the summary window in the post-processing phase.
